The victim in a Kampong Speu province murder, for which two men – one a famous boxer – were arrested on Monday, was a local Cambodia National Rescue Party activist, but his killing was likely unrelated to politics, police maintained.
CNRP deputy president Kem Sokha attended shopkeeper and activist Sann Soeun’s funeral yesterday, but according to deputy provincial police chief Sam Samuon, the killing was born of a personal dispute.
“[The suspects] have already confessed, so we are investigating further to find the people who hired them. But this is absolutely not a political matter,” Samuon said. “It was pure spite.”
Soeun, 67, was killed on Monday night when the two suspects – Chhuong Vannak, aka Rasmey or Ngol, 34, and boxer Try Kun, 32 – allegedly came to his store to buy a case of beer.
After handing Soeun the money, one of the men shot Soeun in the back of the head with a K-59 pistol as he turned around to get change, then fled the scene.

As his party continues its efforts to form a joint committee to investigate alleged irregularities in last month’s election, opposition leader Sam Rainsy will touch down in Phnom Penh today, fresh from a meeting with the United Nations in New York.
Philip Sen, communications officer at the Office of the UN Resident Coordinator, said yesterday that Rainsy – who was visiting the US for his daughter’s wedding – met with UN officials on Monday. That meeting came shortly after the NEC released preliminary election results that supported the CPP’s claims of a 68-55 victory.
“Senior officials from the UN Department of Political Affairs met Cambodia National Rescue Party leader Sam Rainsy on 12 August in New York,” Sen wrote in an email, without revealing details of what was said. “The Deputy Permanent Representative of the Kingdom of Cambodia to the United Nations also participated in the meeting.”
The CNRP declined to give details of the meeting and what bearing it would have on the party’s strategy when Rainsy arrives home today. In protest against Monday’s results, the opposition yesterday lodged official complaints with the NEC, maintaining it won the election with a slim majority of 63 seats.

Opposition party president Sam Rainsy issued a call on Tuesday evening for the government to halt its post-election mobilisation of armed forces to avoid inciting “fear” in the population.
Rainsy, who has been in the United States for his daughter’s wedding and is due back today, posted the short message on his official Facebook page along with an iconic 1967 picture of a Vietnam War protester holding a flower towards the guns of US national guard soldiers.
“We call on the government to stop the military build-up and to stop moving the armed forces around so as to stop creating fear among the population,” Rainsy wrote.
“We appeal to policemen and soldiers to refrain from using violence against any citizens because we all are Khmers, peaceful Buddhists, and love our country.”
Ruling party lawmaker and spokesman Cheam Yeap responded in a tit-for-tat yesterday, saying troops would be withdrawn if Rainsy would only stop calling for mass demonstrations.
“We will withdraw the army when Sam Rainsy stops calling on people to protest en masse and when the situation is normal. We are just protecting security in the country,” he said.
The decision to pull troops out of Phnom Penh would be up to the prime minister or the interior minister, Yeap added.

In what seemed to
be a direct response to the Cambodia National Rescue Party’s rejection
of the election results, the National Election Commission on Wednesday
night released more detailed provincial results.
The NEC statement noted, however, that it would not yet calculate the official seat numbers until it had dealt with electoral complaints.
Although the numbers back up widely disseminated unofficial results giving the Cambodian People’s Party 68 seats in the National Assembly to the CNRP’s 55, all three sets of figures released so far are different, analysts say.
“The NEC’s temporary figures for this moment, NEC’s initial figures broadcast on Sunday night on TVK and the [National Counter Terrorism Committee’s] early figures are all different from each other,” Shiro Harada, a visiting professor at Royal University, said.
The CNRP recently claimed its own results – yet to be released – prove it secured 63 seats, enough to form a government, with the extra seats coming from seven specific provinces.
It added that the party could have won up to 90 seats if voting figures were adjusted for polling irregularities.

from self-exile last month, opposition leader Sam Rainsy led a
delegation into the Royal Palace yesterday, where he emphatically
expressed his support for the monarchy – but did not talk about the
election, party officials said.
It was Rainsy’s first meeting with King Norodom Sihamoni since the pair met in Beijing, China, about two years ago, his wife and Cambodia National Rescue Party lawmaker Tioulong Saumura said last night.

In a closed door

ambassador that an opposition boycott would not prevent the National
Assembly from sitting, an aide said.
Speaking to reporters at the Peace Palace following a meeting between Hun Sen and Bu Jianguo, Eang Sophalleth, spokesman for the premier, said there were ample safeguards in place to prevent such an an eventuality.
“Samdech Techo Hun Sen said that in the framework of the constitution and relevant laws, they [the CNRP] would not be able to prevent the first convening of the National Assembly or formation of the government,” said Sophalleth.
“It is not necessary to gather 120 members.”
According to the constitution, a quorum of 70 per cent of the members must be present for sessions to be held and the Assembly’s top leadership to be voted in. Opposition supporters have pointed to that article, as well as a second that says parliament is made up of no less than 120 members as assurance that the Assembly could not function without their presence. But analysts have noted those rules have been breeched in the past.
